Overview

You would like to know if there is a way to setup controls or restrictions which prevent certain people or teams from adding, embedding or editing videos.

Solution

It is not possible to restrict access only from only adding / embedding / editing videos.  Anybody who has the access to edit the page and add the webparts, will also have the ability to embed the video in a content page or content webpart. You can not restrict such users to edit only a single page or webpart.
